As a Support Consultant of 5-Star Performance Solutions, Dr. Sapp brings extensive practical experience as a senior executive in the federal government, as a consultant to a variety of public and private sector clients and as a curriculum designer and faculty at the university level.

As the Director of the undergraduate Organizational Leadership and Management Program at Regent University in Virginia Beach, VA, he led the development and implementation of a completely revamped leadership curriculum. The updated program encompasses a wide range of relevant topics, including ethics, systems thinking, organizational assessment and learning, worldviews and personal transformation as a leader, and is offered online as well as in traditional on-campus venues.

Prior to joining Regent University, Charlie was a consultant with Innovation Associates, Inc., and Arthur D. Little, Inc. of Cambridge, MA, where he specialized in leadership, management and organizational change in both the public and private sectors. His clients included the U.S. Navy; the U.S. Army; NASA; the Bureau of Indian Affairs; and a Venezuelan national oil company, CORPOVEN. He also served as an examiner for both the Baldrige National Quality Award and the Presidents Quality Award.

He is a retired naval officer who served an illustrious career that included an assignment as advisor to the Deputy Secretary of Defense for governmental reform matters; he served as team leader on Vice President Gore's government reform task force, the National Performance Review; and he commanded the Naval Aviation Depot North Island in San Diego which was recognized for its teamwork through the award of the USA Today Quality Cup for 1993.

Charlie completed his Ph.D. in Organizational Leadership at Regent University. He also has a Master of Arts in International Relations, a Master of Arts in National Security and Strategic Affairs, and a Master of Science in Aeronautical Engineering. His undergraduate degree is a Bachelor of Science in Engineering from the U.S. Naval Academy.
